Ottawa and the Outer Provinces treats a perennial theme in Canadian political culture, examining it in light of both past successes and failures.

For decades, Ottawa has struggled with Atlantic Canada and the West over the question of political restructuring. Although Ottawa has often tried to push the "outer" provinces towards regional integration, it has never been successful.

Ottawa and the Outer Provinces explores the idea of regional integration from several perspectives: it examines the relevance of the issue in Canadian history; the effect of institutional variables on the debate; the impact of past cultural experiences; and the challenge of balancing equity and efficiency principles in a divided policy.
